The Clay County Question

Fleming Island vs. Orange Park.

I get this question more than any other in Clay County, usually in the first fifteen minutes of a buyer call: "Should we be looking at Fleming Island or Orange Park?" I sell in both, I have no side to pick, and the honest answer depends on four things — budget, school zone, commute, and how you feel about HOA life. Here's the whole comparison, with dated numbers and the trade-offs nobody puts in a listing.

The side-by-side table.

The short version, before we get into the why. Every number is dated and footnoted below — a market figure without a date is a guess, and I don't publish guesses.

Orange ParkFleming Island
Price $345,000 median sale as of June 2026[1] — below the $368,140 Clay County median[2]. ZIP 32065 median sold: $321,300 as of May 2026[3]. Widest range in the county, from mid-$200s starters to Doctors Lake waterfront. The county's premium tier — Fleming Island's master-planned and waterfront communities generally trade above the countywide $368,140 median[2]. Narrower band, newer stock, fewer bargains.
Schools Clay County District Schools. Zoning varies street by street across ZIPs 32065 and 32073; some Orange Park-adjacent addresses zone to Fleming Island High. Clay County District Schools. Fleming Island High ranked #94 in Florida in the 2025 U.S. News rankings[5] — the headline stat behind the price premium.
Commute The established NAS Jacksonville home base — 15-25 minutes to the main gate[6], with US-17, Blanding, and I-295 as the arteries. Further south on the US-17 corridor; commuters run north through Orange Park to reach the base or the Buckman Bridge. Peninsula geography = fewer routes out.
HOA / CDD Both extremes: Oakleaf Plantation and Eagle Landing carry CDD assessments on top of HOA dues, while many older in-town and Bellair-Meadowbrook streets have no HOA at all. Mostly master-planned: HOA dues are the norm and CDD assessments are common. Amenity-rich, rule-rich — you pay for the pools and the uniformity.
Flood Higher-ground subdivisions commonly Zone X; Doctors Lake and low-lying waterfront parcels can be Zone AE, where flood insurance is federally required on government-backed loans[7]. Bounded by the St. Johns River and Doctors Lake; waterfront and low-lying parcels can be Zone AE[7], interior master-plan sections commonly Zone X. Check every address at msc.fema.gov.
Lifestyle Variety and convenience: 1877-vintage in-town streets[8], the Orange Park Mall and Blanding corridor, HCA Florida Orange Park Hospital, and every era of housing since the Buckman Bridge opened in 1970[8]. Master-planned calm: golf at Eagle Harbor, community pools, newer retail, water on three sides. Fewer surprises, fewer fixer-uppers, fewer no-HOA escapes.
The Detail

What the table doesn't tell you.

Price: the gap is real, but it isn't the whole story

Orange Park's $345,000 median as of June 2026[1] sits below the countywide $368,140[2], and Fleming Island generally trades above it — but medians hide the texture. Orange Park's number averages together 1970s-80s ranch stock, in-town streets dating to the town's 1877 founding[8], mid-market Lakeside subdivisions, and premium master-plan resales in Eagle Landing. That spread is Orange Park's actual advantage: there is an entry point at nearly every budget, including the under-$250,000 segment — the tightest slice of the county at roughly 2.9 months of supply against 5.7 months in the $500,000-$750,000 band[4]. Fleming Island's band is narrower and newer, which is exactly why its buyers choose it: less variance, fewer projects, more predictability per dollar.

Pace matters too. Orange Park averaged 60 days on market in June 2026, down from 65 a year earlier[1], against a countywide median of 29 days[2] — and roughly 46% of active Clay County listings were already pending per realMLS data[4]. Translation for both communities: this is a balanced market where the well-priced home sells fast and the mispriced one becomes inventory.

Schools: the #94 that moves markets

Both communities are served by Clay County District Schools, so the district-level argument is a wash. The difference lives at the high-school line: Fleming Island High ranked #94 in Florida in the 2025 U.S. News Best High Schools rankings[5], and that single number does more work in Clay County pricing than any amenity center ever built. Two honest caveats from someone who watches this play out in contracts. First, a handful of Orange Park-adjacent addresses zone to Fleming Island High — buyers who find them get the school without the full premium, which is why those listings go fast. Second, attendance lines are redrawn as the county grows, so I verify current zoning for the specific address with the district on every deal where school is the driver. Never buy a school zone off a listing sheet.

Commute: geography picks a winner

Orange Park has been the Navy's bedroom community for generations for one simple reason: it is 15-25 minutes from the NAS Jacksonville main gate[6], with three escape routes — US-17, Blanding Boulevard, and I-295. Fleming Island sits further down the US-17 corridor, and its peninsula geography, lovely as it is, funnels everyone through the same northbound run to reach the base, the Buckman Bridge, or the interstate. If the base gate is your daily destination, Orange Park simply buys you minutes every morning. If your work is remote or east of the river, the difference matters a lot less than the school zone does. As a Marine vet who works PCS timelines every season, I put commute math on paper with every military family before we tour a single house.

HOA, CDD, and the payment nobody quotes you

Here is the line item that surprises more of my buyers than interest rates: community development district (CDD) assessments. On the Orange Park side, the big master plans — Oakleaf Plantation and Eagle Landing — carry CDD assessments on top of HOA dues; on Fleming Island, HOA dues are the norm across the master-planned communities and CDDs are common as well. Those amenity centers, pools, and golf courses are genuinely excellent — and genuinely not free. Orange Park's counterweight is that it still has whole neighborhoods with no HOA at all, especially the older in-town and Bellair-Meadowbrook streets. Before you commit either direction, I pull the actual HOA and CDD figures for the specific parcel off the county tax bill, because two houses at the same list price can carry meaningfully different real monthly payments.

Flood: water is the amenity and the homework

Doctors Lake sits between these two communities, and the St. Johns River bounds Fleming Island's east side — water is a big part of why people love both. It is also why flood-zone homework is non-negotiable here. Waterfront and low-lying parcels in either community can fall in FEMA Zone AE, where federal law requires flood insurance on government-backed mortgages[7], while higher-ground interior subdivisions commonly sit in Zone X, where it isn't required. For scale, NFIP flood insurance averages about $938 per year statewide in Florida[9] — but Risk Rating 2.0 prices each property individually, so the only quote that matters is the one for your address. The lookup is free at FEMA's Map Service Center, and I've written a full local guide: Florida flood zones explained for Clay County. I pull the zone before my buyers write, not after.

So which one is right for you?

My unscientific but field-tested sorting hat: choose Fleming Island if the high-school ranking is your top priority, you want newer master-planned housing stock with amenities you'll actually use, and the premium fits the budget without strain. Choose Orange Park if you want maximum housing choice per dollar, a shorter run to NAS Jacksonville, the option of no-HOA living, or an entry-level price point — and know that the entry level is the most competitive slice of the county right now[4]. And if you're genuinely torn, tour both in one afternoon with me. They're fifteen minutes apart, and most buyers know their answer by dinner.

Common Questions

Fleming Island vs. Orange Park FAQ.

Is Fleming Island or Orange Park more expensive?

Fleming Island. Orange Park's median sale price was $345,000 as of June 2026[1] — below the Clay County single-family median of $368,140 for the same month[2] — while Fleming Island's master-planned and waterfront communities generally trade at the top of the county's range. Orange Park also offers a wider spread: ZIP 32065's median sold price was $321,300 as of May 2026[3], and the county's under-$250,000 segment is its tightest inventory at roughly 2.9 months of supply[4].

Which has better schools, Fleming Island or Orange Park?

Both are Clay County District Schools, but Fleming Island High ranked #94 in Florida in the 2025 U.S. News rankings[5] — the number most families cite when they pay the Fleming Island premium. Orange Park addresses feed several different school zones depending on the street, and a handful of Orange Park-adjacent addresses zone to Fleming Island High. Verify current zoning for the specific address before you offer; attendance lines move as the county grows.

Which is better for the NAS Jacksonville commute?

Orange Park, by geography — it's a long-established NAS Jacksonville home base with a 15-25 minute commute to the main gate[6]. Fleming Island sits further south on US-17, so its commuters add the northbound run through Orange Park before reaching the base or the Buckman Bridge. If the gate is your daily destination, Orange Park buys you time; if your commute runs east on I-295, the difference shrinks.

Do Fleming Island and Orange Park both have HOA and CDD fees?

Both have plenty of communities that carry them, and both have exceptions. Oakleaf Plantation and Eagle Landing on the Orange Park side carry CDD assessments on top of HOA dues, while many older Orange Park streets have no HOA at all. Fleming Island's master-planned communities typically carry HOA dues and often CDDs. Get the actual figures for the specific parcel from the county tax bill — they change your real monthly payment.

Do homes in Fleming Island or Orange Park flood?

Some do — both sit against water. Waterfront and low-lying parcels in either community can fall in FEMA Zone AE, where flood insurance is federally required on government-backed loans[7]; higher-ground subdivisions commonly sit in Zone X. Check any address free at FEMA's Map Service Center, and see my full local guide: Florida flood zones explained.
