This page exists because of one thing that costs buyers real money here: Camp Blanding carries a Starke mailing address, but it is in Clay County. Everything downstream of that — your tax bill, your school district, your permitting office — depends on getting it right. Every figure below is footnoted, and where I couldn't verify something, I say so instead of guessing.

The 60-second version

Camp Blanding Joint Training Center covers about 73,000 acres and is the primary military reservation and training base for the Florida Army and Air National Guard11. It provides ranges, education facilities, simulation platforms and maintenance to joint, interagency, intergovernmental and multinational customers, and is built to host brigade-sized elements. It is commanded by Col. Todd Hopkins with Command Sgt. Maj. William Carlton12.

It is in Clay County. It has a Starke mailing address. Starke is in Bradford County.11 Read that twice, because it is the entire reason this page exists. I have watched buyers search "homes near Camp Blanding," land on a Starke-addressed listing, and assume Bradford County millage, Bradford County schools and Bradford County zoning applied — when the parcel was in Clay. The fix is thirty seconds of work and I'll walk you through it below.

Practically, there are two housing markets serving this base, and they behave very differently. To the west is Starke and rural Bradford County — cheaper, more acreage, thin sales volume, and the county I have the deepest sourced data on. To the east and south is Clay County — Middleburg, the Lake Geneva and Keystone Heights corridor, and the Kingsley Lake shoreline — which is a larger, more expensive, more conventional suburban market. Both are legitimate answers depending on what you're optimizing for.

Where my data stops, and why I'm telling you

The verified market figures on this page are Bradford County and ZIP 32091 figures. I do not have a comparable set of sourced Clay County numbers assembled for Middleburg, Lake Geneva or Keystone Heights, so I am not going to publish price ranges for those communities that I cannot footnote. What I will do on a call is pull current MLS comps for whichever specific area you're considering, on both sides of the line. That is a five-minute job with a license and impossible to do honestly on a static page.

The Expensive Mistake

The county-line trap, and how to beat it in 30 seconds

A mailing address is a postal routing convenience. It is not a jurisdiction. Around Camp Blanding, "Starke, FL 32091" shows up on parcels in Bradford County and on the base itself, which is in Clay11. Here is what rides on getting the county right:

  • Your tax bill. Bradford County total millage runs 15.5453 mills in the unincorporated county within the St. Johns River Water Management District, 15.6472 in the Suwannee River district, and 20.0351 inside the City of Starke6. Clay County has its own rates entirely, set by its own commission and its own school board. You cannot use one to estimate the other.
  • Your school district. Bradford County schools and Clay County schools are separate districts with separate assignment maps. A Starke mailing address tells you nothing about which one a child would attend.
  • Your permitting office. Bradford County's building permit minimum is $54.00 — a $50 permit plus a $4 state surcharge — with a septic number required before plans are submitted and a Notice of Commencement required for work over $5,000. The Zoning Department is (904) 966-62139. If your parcel is in Clay, none of those apply and you're calling a different office.
  • Your homestead and portability filing. You file with the property appraiser of the county the property is in — Bradford's office is 904-966-62167.

The thirty-second fix: take the parcel ID or the street address off the listing, and look it up on the property appraiser website for the county the listing claims. If it returns nothing, it's in the other county. Do that before you write an offer, not during the inspection period. I do this on every single Camp Blanding-area showing and I have caught it more than once.

Four buyer types, four different answers

Guard members and reservists

Often drilling rather than reporting daily, which changes the math completely. If you're on post one weekend a month plus annual training, a longer commute costs you far less than it costs a daily reporter — so you can optimize for price, land and schools instead of minutes. VA eligibility, if you have it, is the single biggest lever available in this market.

Full-time staff and instructors

Reporting daily to a specific gate. This is the group for whom the actual drive matters most, and the group I most strongly push to test-drive the route at their real report time before choosing a side of the county line. Government is 25.3% of Bradford County employment and pays an average annual wage of $53,814 against $48,900 across all local industries2 — this is one of the steadier income profiles in the area.

Contractors on rotation

Here for a project, a training cycle or a build. Usually renting rather than buying, which is what makes the rental section below matter. Camp Blanding's mission serves joint, interagency, intergovernmental and multinational customers12, which is a fancy way of saying the flow of people through here is genuine and recurring.

Retirees and veterans staying local

People who served here, trained here, or worked here and want to stay near it — often trading a metro house for acreage and lower carrying cost. Florida's homestead exemption of up to $50,000 and the Save Our Homes cap of 2.7% for 2026 make long-term holding cheap once you're established716, and up to $500,000 of accumulated Save Our Homes savings is portable to a new Florida homestead within a three-tax-year window17.

Getting There

Roads, routes and realistic commutes

SR-16 is the spine. It runs northwest to southeast from SR 121 in Raiford, past the correctional facilities, into downtown Starke where it meets US 301, then curves around the northwest shore of Kingsley Lake and past Camp Blanding, continuing through Penney Farms to Green Cove Springs and on to St. Augustine10. If you draw a line from Starke to the base, you're drawing SR-16.

Here is something I will not do: publish a gate-to-driveway drive time from each community to Camp Blanding. There is no source I can cite for it, the answer changes depending on which gate you report to, and morning traffic on SR-16 and US-301 is not the same as midday. A page that hands you a confident "22 minutes" is making it up. What I can give you are the verified distances that do exist, plus the instruction that actually protects you: drive the route yourself at the hour you would really report, before you commit. One morning of your life.

The First Coast Expressway just moved the goalposts

This is the most consequential infrastructure change for anyone in this area who also needs Jacksonville. The First Coast Expressway (SR 23) is a planned 46.5-mile toll route across Duval, Clay and St. Johns counties costing roughly $2 billion. Phase 1, I-10 to SR 21, opened in 2017. Phase 2 opened in two parts: SR 21 to US 17 on August 9, 2025, and US 17 to SR 16 on June 29, 202614. That puts the expressway's current terminus at SR 16 east of Green Cove Springs — the same SR 16 that runs past Camp Blanding and into downtown Starke10. Phase 3 to I-95, including a new St. Johns River bridge replacing the two-lane Shands Bridge, is expected 2031-203214.

What that means in plain terms: the drive from this corridor toward the Jacksonville side got materially better in mid-2026, and it is scheduled to get better again in the early 2030s. If you are weighing a purchase here against something closer to town, that timeline belongs in the decision.

The other road worth understanding is US-301, which runs straight through the center of Starke. It became Starke's reason for being in the early 1900s as the quickest Jacksonville-to-Tampa route for northeastern travelers, and it still runs 26 miles north from Starke to Baldwin and Interstate 104. It is a working truck route. Homes with 301 frontage price differently than homes two streets off it, and if you are house-hunting on a Sunday afternoon you are not hearing what a Tuesday morning sounds like.

One piece of local history buyers ask about: AAA designated Lawtey — and nearby Waldo — as speed traps in 1995 after concluding that profit, not safety, drove ticketing on US-301. AAA removed both designations in 2018, citing significant improvements, and Waldo's police department was disbanded back in 201418. The reputation outlived the reality by a decade, but the reputation is what you'll hear at the barracks.

Where to Look

The communities in realistic range

Starke and Bradford County — west side

The county seat, 5,796 residents at the 2020 Census with a 2025 estimate near 6,000, incorporated April 4, 1870, covering 7.18 square miles at 167 feet elevation4. Downtown holds the Call Street Historic District, the Andrews Center — the Romanesque 1902 former courthouse on the National Register — and the Florida Twin Theatre, which has been running movies since 19414. This is where the price advantage lives.

Verified pricing, with the caveats that belong on it: the Zillow Home Value Index for ZIP 32091 was $219,876 through January 31, 2026, down 1.3% year over year, against a median list price of $282,3335. Redfin's ZIP 32091 median sale price was $230,000 in its latest published month, down 17.9% year over year, with 33.5 days on market and a Compete Score of 7019. County-wide, Redfin's October 2025 reading was a $283,000 median sale price on 21 homes sold, with 56 median days on market at $155 per square foot3. Those numbers disagree with each other because Bradford is small enough that a handful of transactions moves a median. Treat any single figure as a range, not a fact.

Inventory: Zillow showed 188 active Bradford County listings on August 3, 202620; Homes.com showed 225 the same day, ranging from $5,300 for 325 acres of land to $1,650,000 for a lakefront home21. A 20% spread on a simple count is a good reminder to work off the MLS, not off aggregators.

Keystone Heights and the Clay County lake district — south

Thirteen miles and about 17 minutes southeast of Starke on SR-10015, and the closest neighboring town of size. It's the gateway to the Clay County lake district and a genuinely different feel from Starke. Bradford County even maintains a public boat ramp at Little Lake Santa Fe at 3858 SE 20th Avenue, Keystone Heights, and another at Santa Fe Lake at 42500 NE State Road 26 in Melrose22. I don't have sourced Clay County price figures to publish here — see the note above — so call me and I'll pull live comps.

Middleburg and the Clay corridor — east

Further east toward Orange Park and the Fleming Island corridor, this is a larger, more conventionally suburban market with substantially more subdivision inventory than anything on the Bradford side. It also benefits most directly from the First Coast Expressway build-out14. I keep a separate Middleburg page; the same honesty applies there about which figures are sourced.

Kingsley Lake and Lake Geneva — read this before you fall in love

Kingsley Lake is a nearly circular roughly 2,000-acre solution-collapse sinkhole lake reaching 82 feet deep, nicknamed the "Silver Dollar Lake," sitting atop Trail Ridge about 174 feet above sea level13. It is beautiful and it is unusual. It is also, for practical purposes, largely unavailable:

  • It is in Clay County, not Bradford13.
  • Roughly half the shoreline lies inside Camp Blanding13.
  • The remainder is private residential with about 180 private docks13.
  • There are no public boat ramps and no public beaches13.

So when a listing says "Kingsley Lake access," I make the seller define it in writing before we go further: deeded frontage, a recorded easement, a community access parcel, or nothing. Very often it's the last one. If lake living is the actual goal, Bradford County's public ramps at Hampton Lake, Sampson and Rowell Lakes, Little Lake Santa Fe and Santa Fe Lake22 get you on the water without paying a Kingsley premium for a view from the road.

Financing

VA loan fit, and the honest affordability math

The VA loan is the strongest tool available in this market, and the reason is arithmetic rather than patriotism. Here is the problem it solves.

An illustration — not a median, not a quote. Take a $250,000 purchase, homesteaded, 10% down on a $225,000 loan at the Freddie Mac 30-year fixed rate of 6.66% for the week of July 30, 20268, in unincorporated Bradford County at 15.5453 mills6 with the full $50,000 homestead exemption7. Principal and interest is about $1,446 a month. Property tax works out to roughly $3,243 a year, or $270 a month — school taxable value of $225,000 at 5.3660 mills is $1,207, and non-school taxable value of $200,000 at 10.1793 mills is $2,036. PMI adds roughly $94. Insurance is a placeholder I'll explain in a moment. Total: approximately $1,977 a month. The same home inside Starke city limits, at 20.0351 mills, carries about $4,141 a year in tax and pushes the total to roughly $2,0526.

At a 30% housing-to-income ratio, that $1,977 requires about $6,590 a month, or roughly $79,100 a year. Bradford County's median household income is $63,0501. That is a gap of about $16,000. Stated precisely: the median local household cannot comfortably carry a $250,000 purchase at 10% down and today's rates.

That gap is exactly what a VA loan closes. Zero down eliminates the down payment barrier and there's no monthly mortgage insurance, which takes the PMI line out entirely. For an eligible Guard member, reservist, active-duty servicemember or veteran shopping this corridor, that is not a marginal advantage — it's the difference between qualifying and not.

Where the VA advantage runs into local friction

It isn't eligibility. It's the appraisal. About 21 homes sold countywide in a typical month as of Redfin's October 2025 reading3, and only 66 new private housing units were permitted in all of 202523. When an appraiser needs recent comparable sales for a 12-acre parcel with a manufactured home, or for a custom build well above the local median, those sales may not exist within a defensible radius. Build appraisal time into the contract, and use a lender whose appraiser panel genuinely covers rural North Florida. This is the number one way a good Bradford County deal dies.

The insurance line, labeled honestly. Bradford County sits inland in wind Zone 1 with a 100-110 mph design wind speed, characterized as very low hurricane risk with low flood and low sinkhole risk; Florida policies carry mandatory catastrophic ground collapse coverage25. Premiums here should run far below Florida's coastal-weighted figures — Insurify estimates a Florida statewide average of $6,060 a year for $300,000 of dwelling coverage, and separately Florida's Office of Insurance Regulation reported rate decreases in 51 counties in 202624. But the only Bradford-specific range I found, $1,700 to $2,400 for $300,000 of dwelling coverage, comes from an undated broker guide with no methodology, no carrier sample and no named publisher25. I used a $2,000 midpoint above purely so the arithmetic would balance, and I'm labeling it a placeholder rather than dressing it up as a market rate. Get a real quote on the actual address before you rely on any PITI figure, mine included.

USDA is the other zero-down option, if VA isn't available to you. Most of this county should map as eligible given how rural it is and Starke's roughly 6,000 population4, but it has to be checked address by address on USDA Rural Development's official eligibility map26 — eligibility follows boundary lines, not county names. On income, the 2026 USDA guaranteed loan standard limits are $122,800 for a 1-4 member household and $162,100 for 5-827, well above the local median, so most buyers here clear it easily.

Investors

Rental demand from training cycles — what I can and can't tell you

The story investors bring me is straightforward: a 73,000-acre training installation serving joint, interagency, intergovernmental and multinational customers1112 cycles people through continuously, and those people need somewhere to sleep. The story is directionally true. The data behind it is thinner than anyone selling you a rental wants to admit.

Here are the two rent figures that exist, and why they disagree by 74%:

Both are honestly reported by their publishers. Neither is a market rent. The ACS figure is a multi-year average of existing leases, which lags. The Zumper figure is what a handful of landlords are asking right now, which is not the same as what tenants sign for. I'm not publishing year-over-year percentage changes off a 20-listing sample, because a swing of a few listings produces double- and triple-digit "trends" that mean nothing. If someone shows you a Starke rent chart with a big arrow on it, ask how many listings are behind it.

Nothing in either dataset isolates Camp Blanding-related demand specifically. I could not find a published figure for Camp Blanding's annual troop throughput, its permanent civilian workforce, or its economic impact in dollars — the Florida National Guard publishes the acreage and the mission but not current personnel or impact numbers12. So an investor pro forma built on "training demand" is built on a qualitative premise, and it should be underwritten conservatively: assume vacancy between cycles, price off comparable signed leases rather than listing aggregators, and stress-test the deal at the ACS number rather than the Zumper number.

Two context items that do bear on rental underwriting here. Bradford County's homeownership rate is 73.3%1, so the renter pool is a minority of households to begin with. And the county's unemployment rate has drifted upward — a 3.2% annual average in 2023, 3.7% in 2024, 4.5% in 2025, and 5.5% in April 202629 — which is worth factoring into tenant-quality assumptions.

Straight Talk

Range noise, prisons and the things nobody puts in a listing

Range noise

Camp Blanding is a live training installation with ranges spread across roughly 73,000 acres11. Training tempo is cyclical, not constant. You may hear nothing for weeks and then hear a great deal for a week.

I could not find a published noise-contour map, an AICUZ study or a decibel measurement for Camp Blanding from a source I can cite, so I am not going to quantify it for you — and I'd be skeptical of any agent page that does without a citation. What I tell every buyer, and what I'd tell my own family: visit the property more than once, at different times of day and on different days of the week. Ask the seller directly what they hear and when. Ask two neighbors, because sellers have an interest and neighbors mostly don't. If range noise is a dealbreaker for you, the correct response is to move your search west toward Starke or south toward Keystone Heights — not to hope you got a quiet parcel.

The corrections complex

West of Starke, the state prison complex is a real feature of the landscape and buyers should know the geography. Florida State Prison sits at 23916 NW 83rd Ave in unincorporated Bradford County with a Raiford mailing address, carries a capacity of 1,492, and holds one of Florida's two male death row cell blocks along with the state's execution chamber30. Florida State Prison West Unit and New River Correctional Institution are also in Bradford County31. Union Correctional Institution — the facility everyone calls "Raiford," founded in 1913 with a maximum capacity of 2,172 as of 2016 — is across the line in Union County, not Bradford32. Buyers conflate the two constantly. SR-16 runs directly past the correctional facilities on its way from Raiford into downtown Starke10.

Two practical consequences. First, it's a stable, recession-resistant employment anchor, and a big part of why government makes up 25.3% of county employment2. Second, it distorts the county's published statistics: at the 2020 Census, 4,319 of Bradford's 28,303 residents were in group quarters — over 15% — producing a 55.9% male to 44.1% female split2. When you read a per-capita figure for this county, remember what's in the denominator. Buyer sensitivity to proximity is real and varies enormously person to person, so drive the route before you decide how you feel about it.

Healthcare access

Worth knowing before you move a family here. Emergency care in Bradford County is HCA Florida Starke Emergency at 922 E Call St — a 24/7 freestanding emergency room operating as an extension of HCA Florida North Florida Hospital in Gainesville, with CT, digital radiography, a full-service lab, and stroke and pulmonary embolism treatment. It is not a full inpatient hospital campus. Phone 904-368-230033. For primary care, UF Health Family Medical Group – Starke at 1550 S. Water Street is an outpatient family medicine clinic open Monday through Friday 8:00 to 5:00 and closed weekends — note that there is no "UF Health Starke" hospital34. Plan on Gainesville, 26 miles and about 37 minutes away15, for inpatient care.

Schools

On the Bradford side: the district enrolled 2,848 students PK-12 in 2024-25 with 148.97 FTE classroom teachers and a 19.12 student-teacher ratio; the district office is at 501 West Washington Street, Starke, (904) 966-686035. Bradford High School at 581 N Temple Avenue enrolled 785 students in grades 9-12 with 33.0 FTE teachers and a 23.79 ratio; 389 students, roughly half, qualified for free or reduced-price lunch36. On the Florida school grades listing for district 04, Bradford High School is the only school graded above a C, at a B; Bradford Middle, Starke Elementary, Southside Elementary, Lawtey Community School (K-6), Hampton Elementary and Brooker Elementary are all C37.

Two caveats I insist on. First, that grades page does not state which school year it covers, and the published school counts don't reconcile across sources — NCES counts 11 school entities while Florida EDR counts 6 traditional schools235. Confirm the current roster, grade spans and grade year with the district at (904) 966-6860 before you make a school-driven decision. Second, and back to where this page started: if your parcel is in Clay County, none of the above applies to you. Different district, different schools, different assignment map. Check the county line first.

Honest pros and cons of buying near the base

What works

  • Entry price. A $219,876 ZHVI in ZIP 32091 through January 20265 against metro-county pricing an hour east.
  • VA and USDA both realistic here, which removes the down-payment barrier that the local income math otherwise creates2627.
  • Low effective property taxes — 0.85% median effective rate against Florida's 1.10%, median annual bill $1,17638.
  • Low catastrophe exposure: wind Zone 1, very low hurricane risk, low flood and sinkhole risk25.
  • Stable government employment base — 25.3% of county jobs, average government wage $53,8142.
  • Infrastructure moving the right way: expressway to SR-16 as of June 202614, and Comcast multi-gig reaching 3,500+ locations in Hampton, Lawtey and Starke by Fall 202639.

What you're taking on

  • The county-line confusion itself — a Starke address that may not be a Bradford County parcel11.

Can I buy a home on Kingsley Lake?

Rarely, and almost never the way buyers imagine. Kingsley Lake is a nearly circular 2,000-acre sinkhole lake reaching 82 feet deep, sitting on Trail Ridge about 174 feet above sea level — the "Silver Dollar Lake." It is in Clay County. Roughly half its shoreline lies inside Camp Blanding, and the remainder is private residential with about 180 private docks. There are no public boat ramps and no public beaches13. So when a listing advertises "Kingsley Lake access," make the seller put in writing exactly what that means: deeded frontage, a recorded easement, a community access parcel, or nothing at all. Most often it means you can see the water from the road.

Is there rental demand from Camp Blanding training cycles?

There is real demand from rotating personnel, instructors and contractors, but I want to be careful with the numbers. The Census ACS 2020-2024 median gross rent for Bradford County is $8631. Zumper showed a median asking rent of $1,499 in Starke as of August 3, 2026, but that figure comes from roughly 20 available listings on a rolling 30-day basis28, which is far too small a sample to build an investment case on. Neither number isolates training-related demand. If you are underwriting a rental here, price it off comparable signed leases, not off a listing aggregator, and plan for vacancy between cycles rather than assuming continuous occupancy.

What are the schools like on the Bradford County side?

Modest, and I will not dress it up. Bradford County School District enrolled 2,848 students PK-12 in 2024-25 with 148.97 FTE classroom teachers and a 19.12 student-teacher ratio35. On the Florida school grades listing for district 04, Bradford High School is the only school graded above a C, at a B; Bradford Middle, Starke Elementary, Southside Elementary, Lawtey Community School (K-6), Hampton Elementary and Brooker Elementary are all C37. That grades page does not state which school year it covers, and published school counts do not reconcile across sources, so confirm the current roster, grade spans and grade year directly with the district at 904-966-6860. If your parcel turns out to be in Clay County, none of this applies to you — you are in a different district entirely, which is one more reason to confirm the county line first.

Is the First Coast Expressway going to change the commute?

It already has, for anyone heading toward Jacksonville. The First Coast Expressway (SR 23) is a planned 46.5-mile toll route across Duval, Clay and St. Johns counties. Phase 1 from I-10 to SR 21 opened in 2017; Phase 2 opened in two parts, SR 21 to US 17 on August 9, 2025 and US 17 to SR 16 on June 29, 2026. That puts the expressway's current terminus at SR 16 east of Green Cove Springs — the same SR 16 that runs past Camp Blanding and into downtown Starke1410. Phase 3 to I-95, including a new St. Johns River bridge replacing the two-lane Shands Bridge, is expected 2031-203214.

What about the prisons — how close are they?

If you are looking west of Starke, close. Florida State Prison sits at 23916 NW 83rd Ave in unincorporated Bradford County with a Raiford mailing address, has a capacity of 1,492, and holds one of Florida's two male death row cell blocks plus the state execution chamber30. Florida State Prison West Unit and New River Correctional Institution are also in Bradford County31. Union Correctional Institution — the one everyone calls "Raiford" — is across the line in Union County, not Bradford32, and buyers conflate the two constantly. SR 16 runs directly past the correctional facilities on its way into Starke10. The complex is a stable employment anchor, and government makes up 25.3% of county employment2. Buyer sensitivity to proximity is real and varies by person, so drive the route before you commit.

Is there anything to do out here?

More than the drive-through impression suggests. The Camp Blanding Museum and Memorial Park is on post. In and around Starke you have the Call Street Historic District, the Florida Twin Theatre running since 1941, and the Andrews Center in the 1902 former courthouse4. The Bradford County Agricultural Fair ran February 26 to March 8, 2026 at the fairgrounds on N Temple Ave — worth knowing that it returned under new management after a governance scandal, with 21 newly appointed board members and a new fair manager40. The Bradford County Strawberry Festival has run for nearly three decades and was held in late March/early April 202641. For outdoors, Santa Fe Swamp WMA runs 7,272 acres and Raiford WMA 9,141 acres along the New River, plus county boat ramps at Hampton Lake, Sampson and Rowell Lakes, Little Lake Santa Fe and Santa Fe Lake22.

Should I buy on the Bradford side or the Clay side?

It depends on what you're optimizing for, and I'll give you my honest read rather than a sales answer. Bradford buys you more land per dollar and a lower tax bill, at the cost of thinner resale liquidity, C-graded schools and a longer run to inpatient healthcare. Clay buys you a deeper, more conventional suburban market with more subdivision inventory and better resale depth, at a higher price and a higher carrying cost. If you're a daily reporter to a specific gate, drive both at your report time and let the clock decide. If you're drilling monthly, the commute matters far less and I'd generally point you toward whichever side gives you the house and the land you actually want.
