Frequently Asked Questions
Answers to Top Northeast Florida CDD Questions
Straight facts on bond early payoffs, tax deductibility, and Florida Chapter 190 rules.
Does paying off the CDD bond debt increase my home's resale value?
Yes. A home in a CDD community with a fully paid-off bond debt offers a tangible financial advantage to subsequent buyers. When prospective buyers compare your home against an identical model down the street, your home saves them $1,200 to $2,500+ per year in mortgage escrow payments, making your listing far more attractive.
Can the seller be asked to pay off the CDD bond at closing?
Yes. During contract negotiations, buyers can include an addendum requesting that the seller satisfy and pay off the remaining CDD capital bond debt balance out of their sale proceeds at closing. The closing title company will order an official CDD payoff estoppel from the district manager and disburse funds directly to the bond trustee.
Are CDD fees tax-deductible on federal income taxes?
Generally, non-ad valorem assessments like CDD fees are not deductible as local real property taxes on IRS Schedule A (Form 1040), because they are levied for specific local benefits and infrastructure improvements rather than general government operations. Consult your CPA or tax advisor for your specific situation.
Do CDD fees ever increase over time?
The Debt Service portion is fixed according to the bond amortization schedule and will never increase. However, the Operations & Maintenance (O&M) portion can and does increase over time as labor, landscaping, insurance, and facility repairs rise. The CDD Board of Supervisors votes on O&M rate changes annually.
